I Call to Order - Tom Hemrick, Chair
II Minutes of October 13, 2003 - Kay Struffolino made a motion to adopt the minutes of the October 13th meeting with corrections duly noted.  The motion carried by a majority vote.

V Land Dedications - Doug McRainey
  Forest Oaks - This development is located west of Highway 55.  Cary Park is located to the east.  There are 545 units proposed with a required dedication of 15.57 acres.  Chuck Smith with Withers and Ravenal reviewed the developers recommendations for park land and trail connections.  This presentation was provided for information only and Forest Oaks will come back to this board for action.  The PRCR Master Plan recommendation supports linkages to the American Tobacco Trail.  It does not include a specific trail recommendation through this area.  Staff asked that Mr. Smith provide more clarity when presenting Forest Oaks to this board for action.

Carramore - This development is located south of Preston Village.  There are 188 units proposed with a required dedication of 5.37 acres.  The design includes a multi-use trail and greenway through the site connecting Davis Drive with Louis Stevens Drive and multi-use trails along Louis Stevens Drive.  Chuck Smith with Withers and Ravenal reviewed the developer's recommendations for trail connections and PIL fees.  Staff recommends acceptance of design and construction of multi-use trail and greenway (6000') with remainder to be paid as payment-in-lieu.
ACTION:  Greg Lytle made a motion to accept staff's recommendation.  Motion carried by a unanimous vote. 

Bishops Gate II - This development is located between Cary Parkway and Davis Drive, south of Giverny Subdivision.  There are 71 units proposed for this phase with a required 2.0 acres of land dedication.  In Phase I, the developer agreed to install multi-use trail on the Southside from Cary Parkway to Davis Dr.  Staff is now reviewing Phase II and recommending acceptance of greenway of Phase II to link with multi-use trail of Phase I on West High Street.  Greg Lytle asked if the trail could make a loop around the larger pond?  Mary Henderson noted that there were discussions where the trail could be located in relation to streams and buffers.  It may be possible to revisit.  There was a question as to how to accomplish a trade off and request the trail be designed to loop the larger lake

ACTION:  Greg Lytle made a motion that the PRCR Advisory Board make a change in Phase I and recommend to Council:
  Trail in buffers of Ph I & II
  Developer extend trail around both ponds
  If no agreement to get greenway around the pond then accept staff's recommendation.
Motion carried by a unanimous vote.  

VI. Reports
A. Committee Reports
  Athletic Committee - Bob Hickey
Bob noted a meeting will take place tomorrow night to review five special requests for youth basketball.
William Davis scheduled a coaches' forum where coaches came together to discuss ways to enhance the training.   
Cultural Arts Committee - Toby Kennedy
The committee met at the Amphitheatre at Regency Park with the general manager in attendance.  It was noted that Council recently held a work session to discuss next year's budget and operation plan for this facility.
Toby noted he was attempting to schedule a future Cultural Arts Committee meeting at Cary Elementary so members could visit the property.  Toby indicated he would email this board the meeting date and time at Cary Elementary.
Toby noted there was further discussion of the PRCR Master Plan.
The department has hired a person for the new performing arts coordinator.
Greenway Committee - Leta Huntsinger
Leta Huntsinger noted that Doug McRainey provided members with a copy of the greenway chapter of the Master Plan and gave an overview of the Council Work Session on the Plan.  Joe Godfrey gave an extensive report on greenway projects and those currently under development.
Doug reviewed the developer's proposal for Carramore and discussed concerns with the proposal.   
The committee noted the need to develop a master plan for the trails that run through Bond Park.
At the November Greenway Committee meeting, a presentation will be given on the American Tobacco Trail.
Kristen Sinclair, a NC State student will attend a future committee meeting to give a presentation on the wildlife population along Black Creek Greenway.
Greg Lytle asked Leta Huntsinger to represent the board at People for Parks.
Teen Advisory Committee - Kay Struffolino
Kay provided members with a handout highlighting topics of the October meeting.  The committee continues to prepare for the Teen Forum.  Kay asked that board members respond with comments to the forum questionnaire.
Senior Center Report - Kay Struffolino
Kay provided members with a handout highlighting current activities at the Senior Center. 
Kay noted that bids for the Memorial Gardens were higher than expected.  Mary Henderson noted that Cary Senior Center, Inc. collaborated with Town staff to develop the design for the project and donated $11,500.  However, due to the size and scope of the project additional funds are necessary.  Staff is requesting additional funding in a staff report going before the Operations Committee this week.  Construction of the garden is scheduled to begin in December or Janurary.
Teen Council - Doug Meardon
Doug reported the following:  teens are participating in a pen pal program through Sister Cities; volunteers assisted with the Bullfrog Tournament; ushered for the Santoor Concert and received a $101donation for their efforts; sold concessions at the Red Ribbon Dance; raised $88 at Band Night.
Doug noted that Safe N Sane Halloween went well with large crowds and lots of participation.
Holiday projects include: Mad Dash Babysitting; Santa's Workshop and visiting a senior rest home.
A dinner and movie event is proposed for February as well as a retreat focusing on service projects.
Agenda Layout - Mary Henderson proposed a new agenda layout. 
Agenda Item, Reports - All board committees will now report under agenda item, Reports.
Public Meeting Update - Staff will advise board members on public meetings relative to PRCR.
Public Meeting Update
Middle Creek Non-Profit Groups - Mary Henderson noted that Phase II will include soccer fields.  As with other Town owned soccer fields, the Town is seeking non-profit groups to invest and guarantee use of the facility. Staff will define policy and bring before this committee.
Board Structure and Role - Mary Henderson noted that board members made several good recommendations on items coming before the board. 
Mary noted that administrative staff reports would not come before the board for action.  However, items related to policy issues, design and development plans (examples:  aquatics, fees & charges) will come before this board.  Monthly board packets will now include a handout with the status of current staff reports.
The monthly Capital Projects Summary will now include only projects with work in progress.  Completed projects will no longer appear on this summary.  Toby Kennedy asked that once a year, staff prepare a list of completed projects.
  Budget Report - In a PowerPoint presentation Mary Henderson reviewed the Capital Improvement Plan and Establishing Priorities.  Members were provided with a copy of the presentation.  A December agenda item will include input from the board on development priorities.
  Program Updates - Administration, Athletics, Cultural Arts and Recreation Programs
Board members were provided written program updates from each division.

National Recreation and Parks Association Outstanding Board Award - Mary Henderson noted that this was a superb award and Cary's PRCR Advisory Board was the recipient for citizen boards in municipalities with a population over 75,000.  Members were reminded that this Thursday, Town Council is holding a reception to honor and recognize board members.  The reception begins at 6:00p.
