Call to Order – Chair Tom Hemrick called the meeting to order at 5:15 p.m.
Minutes - Kay Struffolino made a motion to approve the minutes of September 9, 2002.  The minutes were approved by a unanimous vote.

  Land Dedications
Torry Homes - This PUD will be located off Morrisville-Carpenter Road.  It will include 271 single family homes.  The applicant has agreed to provide the following:

 - A 100' wide greenway along the entire stretch of stream in the north east corner of the property; an additional 50' wide greenway shall be offered to the Town that shall connect to the western property line (which will eventually provide access to Davis Drive).
 - A minimum of three (3) acres of open space (in addition to the greenways mentioned above) shall be provided.  This open space shall count toward all open space requirements, but shall be provided so that it is contiguous to the proposed greenway areas.  This open space area shall also be reserved for future use as parkland if requested by the Town of Cary. 
 - Lastly, a payment-in-lieu will be paid for the value of 7 acres of parkland.

Doug indicated it was staff's recommendation to accept these conditions as well as the payment-in-lieu.  

ACTION:  Toby Kennedy made a motion to accept staff's recommendation of payment-in-lieu, open space dedication and 2 greenway easements.  Kay Struffolino seconded the motion.  The motion carried by a unanimous vote.

Bishop's Gate - This PUD is located between Davis Drive and Cary Parkway, just north of the Olde Salem Subdivision.  This development will include approximately 200 units, of which half will be single family homes.  The applicant has agreed to the following:

 - To either develop a greenway trail within the 100' stream buffer or a 10' asphalt multipurpose trail along the north side of West High Street from Davis Drive to Cary Parkway.
 - Payment-in-lieu worth the value of 3 acres of parkland.

Doug indicated it was staff's recommendation to accept these conditions as well as the payment-in-lieu.  The board agreed unanimously to accept these conditions.

Cultural Arts - Lyman Collins 
Proposed Rental Policy Changes for Page-Walker Arts & History Center - Lyman Collins notified the board of staff's decision to change the window of time persons may reserve the Page-Walker Arts & History Center on Fridays and Saturdays only.  The proposed changes are as follows:  Cary residents may reserve space 1-year in advance.  Non-residents may reserve space 6-months in advance.  This change would go in effect the early part of 2003.
ACTION:  Kay Struffolino made a motion to endorse staff's decision.  Jamie France seconded the motion.  The motion carried by a unanimous vote.

Spring Daze Location Recommendation - Lyman Collins asked board members to refer to the attached staff report giving information regarding the relocation of Spring Daze.

Joint Meeting - Wake County Parks, Recreation and Cultural Resources Municipalities - Mary Barry indicated that she has talked with John Brown, director of Apex Parks, Recreation and Cultural Resources, about possibly hosting the next joint meeting.
