| Minutes Stan Latta made a motion that the minutes of the September 10, 2001 meeting be approved with changes duly noted. The motion carried unanimously. | |

| Public Works/Park Operations - Mike Bajorek, Director, Public Works | |
| Mr. Bajorek gave a PowerPoint
presentation outlining the structure, mission, responsibilities and
planning tool "The Scroll". Roy Alfred asked about 'point of contact' for after-hours. Mary Barry noted that new signs will be posted at each non-staffed facility with a PRCR phone number for citizens to call during work hours and the Police non-emergency number for after-hour calls. The Police Dispatcher will have the pager number for the public works on-call personnel should the issue need immediate attention. Tom Hemrick thanked Mr. Bajorek for all the behind the scene assistance from the Public Works Department. Ms. Barry echoed her appreciation and that of her staff. |

| Greenway Committee - Greg Lytle,
Chair Greg reported that the last meeting was a working meeting at the site of the proposed Walnut Creek Greenway. Committee members, along with staff, were looking at alternative uses for that area as the terrain makes it difficult to get up to Buck Jones Road. Staff is checking with the City of Raleigh to see if they plan to connect in that area. A follow-up report will be presented in November. Blackcreek Greenway, Ph III - Tom Hemrick asked about the status of this project. Blackcreek Greenway, Ph III will run from N. Dynasty to northwest Maynard across from Godbold Park. The tentative schedule is to break ground in December or January. Mary Barry noted this trail is one of the most important north/south corridors from Umstead Park and then west to the American Tobacco Trail. |

Capital Budget - Mary Barry The Town Center Park has been approved by Town Council and PRCR has been directed to propose a concept, i.e. size, location and programming. Within the next quarter RFP's will go out to hire a park design consultant. The consultant will then determine how to involve the community in the planning process. |

| Teen Council - Dwayne Jones Youth member Liz Nacewicz was unable to stay for the meeting but did provide members with a copy of the minutes from the September 18th Teen Council meeting. Dwayne noted the Leadership Workshop/Lock-In taking place on October 18th & 19th. On the morning the of 19th the group will be going on the Ropes Course. Stan Latta indicated that he will attend the October meeting and will present a mini summary on the role of the PRCR Advisory Board. |

| Senior Center - Stan Latta,
Liaison Stan reported that Senior Center Supervisor, Jody Lindsay, noted that all programs are going well. Currently, 500 riders are registered for C-tran and ridership is averaging 50 riders a day. C-tran is offering trips to the North Carolina State Fair at $4 each way. Jamie France noted that his fellow workers felt the fare was too high. It was noted that these trips are outside the Cary limits and follow the established fee guidelines. Stan also noted that work on the Total Life Center is moving along well. |

| Teen Video Project -Sara Maultsby Sara Maultsby, Supervisor of the Page Walker Arts & History Center told board members about the Cary Youth Video Project (ages 13-18) that is offered at the Page-Walker. Since its inception in 1995, this program has been the recipient of several Arts & Humanities Awards from the North Carolina Recreation and Parks Society. A professional videographer guides the teens through a four week process of producing their own video. This year's group produced three films and Sara shared two with the advisory board, Dead End Job and Culturas Y Comunidades, a documentary on the cultures of the Hispanic population. |

| Recreation Programs - Dwayne Jones Teen Programming - Staff continues to meet with the special programming committee to build on the existing program base. Funds have been allocated to boost current program offerings. A supplemental brochure promoting these programs will be published and staff is exploring other avenues in which to market teen programming, i.e. web site, school resource officer, email list. 'Movie Night' will be implemented in October with a standard last Saturday night of the month schedule. The movies will take place outdoors with the exception of winter months. In case of rain, movies will be shown in the Senior Center. Also, special events programs will be offered each month; one specifically for middle school students and one specifically for high school students. It is anticipated that these programs will spur interest in bringing students back the following month. Crank It Up with five bands participating took place on September 22nd. There were approximately 300 participants with proceeds ($1,500) benefiting SK8 Cary. Safe-N-Sane Halloween takes place October 31st at the Cary Towne Center. Board members interested in costume judging were asked to indicate so on the signup sheet. The Red Ribbon Poster Contest promotes a drug-free lifestyle commitment. The Town of Cary is coordinating this event with participating Cary schools. The winners will be announced prior to the November 8th Town Council meeting. The Friends of Hemlock Bluffs Yard Sale will take place on Saturday, October 27th from 8:00 a.m. to 1 p.m. Contributions for the Yard Sale may be dropped off October 25th or 26th at Hemlock Bluffs Nature Preserve. |

| Cultural Arts - Lyman Collins | |
| Cultural Arts Committee - Lyman reported that the committee met on September 11th' however, the agenda was shortened in light of the events on that day. The committee focused on planning the upcoming Regency Park Amphitheater Dedication which was later cancelled. | |
| Program Update | |
| An interfaith service, held by area
ministers and various religious groups on September 16th, was
well attended.
The Concert Singers of Cary participated as well. The Cary Towne
Center printed prayer cards for the service and they will be on
display at the Cary Towne Center. Lyman noted it was
a nice way to come together as a community. Stan Latta attended
and felt the service was well done. Circus Night at the Page Walker held on September 22nd was well attended with many children about. The Marvelous Music Series begins Saturday, October 6th with the performance by Leon Bates. Leon Bates is one of America's leading pianist and Chris Brubeck (son of legendary jazz great Dave Brubeck) will join in with his trio, Triple Play. The Triangle Wind Ensemble opened the Fall Sertoma Series on Sunday, September 30th with 200-300 in attendance. Banjo in the Hollow will take place Sunday, October 7th from 1-5p and Kate Campbell will perform on Sunday, October 21st. The Friends of the Page-Walker Concert Series features premier chamber music by Mallarme' Chamber Players. This concert takes place on Sunday, October 14th at 3 p.m. in the Main Gallery of the Page-Walker. There has been a call for auditions for the Holiday Tree Lighting; however, responses were light. Another call for auditions will be made at a later date. Peter Pan, the next production of Applause! Cary Youth Theatre has been cast with 35 participants. The play will be presented November 16-18 at Cary Academy. Public Art Master Plan - Lyman noted that the Planning and Zoning Board was very enthusiastic about the proposed plan and voted unanimously to recommend approval. The proposed plan will go to Town Council on October 11th. |

| Athletic Committee - William reported this committee did not meet in September. The next meeting will be October 11th at Middle Creek Community Center. | |
| Program Update Cary Town Tennis Championships started September 25 with 150 participants. William sited that the sponsorships have helped to enhance this program this year. Youth Basketball Registration - Mail-in registration started today for youth ages 11-18. Athletic Directors Workshop - William Davis and Jimmy Walters will be attending the Athletic Directors Workshop in Atlantic Beach, NC this week. Middle Creek Community Center - William noted that the Middle Creek Community Center officially opened October 1st. The hours of operation are Monday-Friday, 9a-10p; Saturday, 9a-6p; and Sunday 1p-6p. Judy Willard noted that the Middle Creek Community Center has a webpage on the Town of Cary website. The PRCR Advisory Board agreed to hold its November meeting at the Middle Creek Community Center and members requested that directions be provided with their agendas. |

| Proposed Updated Facility Rental
Policy - Mary Barry outlined the proposed policy noting that
currently only Cary residents may rent facilities. When the
rental policy was first put in place the town had limited rental
facilities. Opening facilities to to
rental by non-Cary residents would increase revenues. Staff is
recommending that facility rentals be extended to non-residents, at a
higher cost, with
the stipulation that Cary residents have a 1-month priority for
facility rentals. Staff made it clear that programming our
facilities is the number one priority.
ACTION: Greg Lytle made a
motion that the Advisory Board endorse staff's recommendation to
extend facility rentals to non-Cary residents. The motion
carried unanimously. |
