Call to Order – Vice chair Tom Hemrick called the meeting to order.
Introductions:  Youth member Liz Nacewicz was welcomed to the board.
Minutes – Stan Latta made a motion to approve the minutes of the July 2, 2001 meeting; Toby Kennedy seconded the motion.  The motion carried unanimously.
Open Space and Historic Resources Plan Update - Doug McRainey - Doug reviewed for board members, Planning and Zoning's recommendations as well as changes that had been made by Planning since the joint Planning and Zoning/PRCR Advisory Board meeting on June 18th.

Planning and Zoning Board's recommendations for OSHRP: 1) to focus using acquisition funds for the protection of natural habitat and scenic areas; 2) continue to refine the plan based on on-going scientific study of wildlife viability as well as continued recognition of the historic value of cemeteries.

ACTION:  The Parks, Recreation and Cultural Arts Advisory Board discussed the Open Space recommendations.  Toby Kennedy made a motion to endorse the plan with the following recommendations:
1) Emphasis should be placed on conservation of environmentally significant lands, passive recreation, and greenway connectivity;
2) To ensure long term success of the plan, at least one full time equivalent staff be considered to implement the plan.
The motion was seconded by Stan Latta and carried unanimously.

ACTION:  Greg Lytle made a motion to ensure sufficient funding for the acquisition of park land, open space, and greenways, alternative means of funding should be sought for any future land acquisition for public golf  course development. Stan Latta seconded the motion.  The motion was approved by a majority vote with one abstention.

Committee Reports
  Cultural Arts Committee – Toby Kennedy
No report.  Mary Barry did note that the consultant is working on changes to the Cultural Arts Master Plan, based on the Council work session, and the plan will be presented at the September meeting.
  Greenway Committee - Greg Lytle
The Greenway Committee met at Bond Park and walked the Bond Lake Trail  to study the feasibility for future improvements.
  Athletic Committee - Johhny Gardner
No report.
  Teen Council - Liza Weidle
No report.
Land Dedications – None
Department Reports
  Administration

Fall Brochures - Members were provided with copies of the current fall program brochures.
Annual Volunteer Picnic -Judy Willard advised board members of the annual picnic scheduled for September 16th at the Kiwanis Shelter at Bond Park.
Skate Park Groundbreaking - The groundbreaking for the skate park is tentatively scheduled for late August or early September.
Amphitheater at Regency Park
- Greg Lytle asked about plans for the dedication of the amphitheater.  Currently, staff has not confirmed a date for the dedication.

The meeting was adjourned and board members were offered a tour of PRCR facilities led by Mary Barry and Judy Willard.
