| Minutes The minutes of the August 7th meeting were approved as presented with the correction under Teen Council spotlighting one leadership skill each month. | |
| Special Report - Skate Park Update - Dick
Paton of Paton, Zucchino and Associates reviewed for the
board members the pros and cons of the proposed three
sites: Bond Park; Godbold Park; North Cary Park (Staff
Report PR017). Bond Park was considered; however,
over-development of facilities within Bond Park, a
decline in buffer from High House Road and placement of
the facility behind the Community Center made it a less
desirable location. At North Cary Park, the skate park
would overwhelm other park facilities as well as
eliminate sand volleyball courts. Godbold Park is the
site recommended by staff. Godbold Park is within Maynard
loop providing excellent vehicular access. The site is
buffered from future development, is accessible from
Black Creek Greenway and very little clearing is required
to develop the site. ACTION: Liza Weidle motioned that the board endorse staff's recommendation of Godbold Park as the site for the skate park. Toby Kennedy seconded the motion. Motion carried. |

| Cultural Arts
Committee Toby Kennedy Toby reported that the committee is working diligently on categorizing goals by function and establishing a timeline. Function categories being reviewed include: communication; facilities/venues, programming, advocacy/recommendations to Town Council, public funding, private financial resources, human resources/volunteer availability, and human resources/staff resources. |

| Greenway
Committee - Greg Lytle Speight Branch Greenway - The firm of OBS Landscape Architects gave a presentation on the recommended alignment for Speight Branch Greenway. The committee reviewed and supported the plan. OBS reported that they had met with DOT and had a preliminary agreement on the plan. Greenway Updates - Doug McRainey provided an update on current greenway projects. Lazy Daze Booth - Greg Lytle thanked everyone for their help and indicated there was considerable interest in the greenways. |

| Teen Council
- Liza Weidle Liza reported that the council is working on a web page and that attendance for the Teen Council has tripled! Upcoming events involving the teens include: Back to School Bingo; Safe-n-Sane Halloween; The State Youth Council Retreat, focusing on asset of Positive Identity takes place September 22-24 in Atlantic Beach. |

| Administration Senior Transportation RFP - The Town of Cary is in the process of implementing a demand-responsive transit service for its residents age 55 and older, and for residents with disabilities. A citizen Task Force developed the plan for the demand-responsive service and Town Council has directed staff to begin the Request for Proposal (RFP) process to implement the service as soon as practical. Mary Barry reported that staff held an informal meeting on August 31st with interested service providers to discuss the elements necessary for a successful RFP. The Town anticipates issuing an RFP in the next 30 days. Public Meeting/Batchelor Branch Greenway, Ph I - Parks Planner Doug McRainey advised board members of the upcoming public meeting on Tuesday, October 3, 7:00 - 8:00 p.m. The meeting will be held at the Bond Park Community Center. Public Meeting/Speight Branch Greenway, Ph I - Parks Planner Doug McRainey advised board members of the upcoming public meeting on Thursday, October 5, 7:00 - 8:00 p.m. The meeting will be held at the Resurrection Lutheran Church (100 Lochmere Drive), Room 113. Annual Volunteer Appreciation Picnic - Judy Willard noted the upcoming appreciation picnic on Sunday, September 17. The picnic will be held at Bond Park. |

| Athletics
- William Davis Hot Hoops - 226 teams participated in the recent hot hoops event. It is anticipated that approximately $8,000-$9,000 will be recognized from this event. Proceeds will benefit the Skate Park. Green Hope Elementary School Gym - This gym is open and in use by our youth basketball program. Other areas in the park are near completion. 2001 Softball Tournament - At the August 31st Operations Committee meeting the Committee recommended approval of hosting the 2001 Pony Softball National Tournament including: 1) authorization to finalize negotiations with Pony Softball, the City of Raleigh, and the Greater Raleigh Convention and Visitors Bureau to host the 2001 Pony Softball National Tournament; 2) following the execution of contracts and further development of the budget, staff will prepare a budget adjustment request to provide funds needed to conduct a successful tournament; 3) approval of an appropriation of $117,500 from General Fund fund balance to the Capital Improvement Budget Ballfield Upgrade Project. This committee's recommendation go to Town Council on September 14th. |

| Cultural
Arts Lyman Collins Lazy Daze - Lyman thanked everyone for all the efforts in making this year's festival yet another success. Applause! Cary Youth Theatre will be offering a full production of Anne of Green Gables on November 17th and 18th. Auditions will be held September 12th and 13th with 140 children participating. The show will be held at Cary Academy. Public Art Master Plan Update (PR01-09) - Lyman announced that the minutes of this committee are now on the Town of Cary's web site. The Public Art Master Plan Steering Committee has conducted four meetings with consultant Jennifer Murphy. The committee is refining the goals and will develop specific strategies to achieve them. Issues the committee will consider at future meetings include: 1) structure of the program; 2) funding; 3) project management. Cultural Arts New Position - Lyman announced the approval of a new position in cultural arts. This position will be responsible for multi-cultural events and will start around January 2001. |

Programs - Dwayne Jones Skate Park Update - Staff is moving forward with the planning process for the development of a skate park. Two concurrent processes are occurring: 1) The design team and staff are working with the skate park users and parents to determine the specific elements desired within the skate park, and 2) the design team and staff are working with the Parks, Recreation, and Cultural Resources Advisory Board to review, analyze, and prioritize sites in existing parks; 3) staff is also developing an operations plan that will include hours of operations, staffing, fees, safety equipment requirements, the mixing of bikes with boards and blades, retail sales/concessions, etc. Operations by both in-house staff and private contractor will be evaluated. Crank It Up 2000 - This fundraising event, featuring local bands, is co-sponsored by Creating Assets Reaching Youth and the Town of Cary. Crank It Up 2000 will take place Saturday, September 16th at the Cary Community Center. Proceeds from this event will benefit SK8-CARY, a grassroots organization working to raise funds to help build Cary's first Skate Park. Trail Work Days - September 30th, 10 a.m. - noon, is the date of the next trail work day at Hemlock Bluffs. Anyone wishing to volunteer is invited to call 387-5980 to register. Canine Frisbee Disc Championships - On October 7, 2000, at 10 a.m., the 2000 ALPO Canine Frisbee Disc Championships will take place at Bond Park. The contest is free for both competitors and spectators. |

| Joint
Meeting of Wake County Advisory Boards - The committee
agreed to host a joint meeting in October and to focus on
topics that affect all departments. Mary Barry will
coordinate the date and details with the other municipal
directors. Region IV Workshop - Friday, October 20th is the date of the Region IV Workshop. The workshop will focus on Endless Benefits of Recreation. Board members were encouraged to attend. |

| Recreation Projects
Specialist - Meredith Bridgers joins the Parks,
Recreation and Cultural Resources Staff on Monday,
September 18th. Meredith's goals will include: 1)
developing and implementing a marketing plan; 2)
enhancing the PRCR homepage; 3) working on evaluation
tools and program/facility surveys and 4) organizing the
department's public relations program. Kids Together Water Fountain - Staff is currently evaluating the need for a water fountain at the basketball slab. The approximate cost is $5,000. Teen Center - Sheryl Christie requested, at the August 24th Town Council meeting, that the Town develop a Teen Center. Town Council suggested that she bring her proposal through the Parks, Recreation and Cultural Resources Advisory Board. Mary Barry sent Ms. Christie a letter inviting her to discuss the teen center and other activities for enhancing recreation opportunities for teens in our community. People for Parks - Roy Alfred, former advisory board member, has agreed to represent the Parks, Recreation and Cultural Resources Advisory Board on the People for Parks Committee. Site Tour - Board members requested that staff offer a tour of facilities in the near future. |
