Minutes The minutes of the May 1, 2000 meeting were approved as presented.

Committee Reports
Cultural Arts Committee Toby Kennedy reported that the Museum Opening and Heritage Day (May 19 & 20 respectfully) went well with an estimated attendance of 1000. The Cultural Arts Committee will attend a retreat to revisit their mission and goals on Saturday, June 17th at the Stevens Nature Center. Additionally, the committee is reviewing their handbook to determine what information to include, the purpose and the constituency it will serve.
Carol Aupperle was appointed to serve as liaison to the Lazy Daze Committee.
Greenway Committee Greg Lytle
Blackcreek Greenway Staff is working with the Wake County Public School System (West Cary Middle School) to sign a joint use agreement for the Blackcreek Greenway.
Transportation Plan The plan recommended the expansion of the scope of greenways.
Bicycle Rodeo in Cary recognized a good turnout.
Survey began on the Speight Branch Greenway.
American Tobacco Trail It was noted that it was a priority for the east-west connection to link Umstead to the American Tobacco. The American Tobacco Trail through Durham was dedicated June 3rd. The Town of Cary is looking at opportunities to purchase trail heads to the American Tobacco Trail.
Athletic Committee
Sean Cherry reported that the committee met on May 8th to review and streamline adult registration.
Teen Council
Liza Weidle noted that youth board member Nneka Martin won the State Championship for the 300 Meter Hurdle. Others members noted for awards include Alix Fellman, Outstanding New High School Member Award, Kelly Pittard, Outstanding New Middle School Member Award and Vanessa Streeter, Y2K Mayors Award and accompanying $2,000 scholarship. The next project for the teen council will be their involvement with the upcoming Safety Town Program. Staff is currently accepting applications from members to serve on the executive board. Additionally, at the July 18th meeting of the Teen Council, representatives will be appointed to serve as youth members to the Cultural Arts Committee, the Greenway Committee and the Athletic Committee.
Administration
Total Life Center Mary Barry advised board members that construction would begin on the Total Life Center once the senior center is complete. The cost of this facility will be approximately $400,000. The Town will contract with Resources for Seniors to operate the facility
Tennis Center Mary Barry noted that after a meeting with Harold Weinbrecht, Mary went to Council to request approval to move forward with the total 32 tennis courts.
Adopt-a-Trail Grant The North Carolina Division of Parks and Recreation has a total of $135,000 available for their 2000/2001 Adopt-A-Trail Grant Program. Staff is requesting that Council endorse the Towns $5,000 grant proposal to provide a trail head, seating, trash receptacles and signage along the Higgins Greenway.
Aquatic Feasibility Study Mary advised board members of the upcoming public feasibility study meeting scheduled for June 21st at 7 p.m. at the Cary Community Center. In addition to their presentation at the public meeting, the design group of Councilman/Hunsaker will be meeting with potential users and/or partners such as corporate fitness, seniors, community swim associations, schools (public/private), hospitals/rehab, YMCA and CASL. The purpose is to clarify the various needs of the community.
Skate Park Update Liza Weidle reported that $3,000 had been raised from the sale of shirts. Judy Willard will be assisting with the fundraising to reach a $30,000 goal. Proposals have been received for the design of the park and staff has recommended the design team of Dick Paton and John Woodstock. The site selection will be a part of the design process. It was noted that proceeds from the 2000 Hot Hoops event would go toward the Skate Park.
Facility Standards Alice Webb advised board members that staff is currently completing a draft of facility standards set by the Town to be used by design consultants. It will address fields, community centers, parking, materials, dimensions, etc. Board member Greg Lytle asked if bicycle racks and recycle bins would be included in the standards.
Zoning Ordinance Amendment Alice Webb reported that staff is recommending an Ordinance Amendment to allow Parks as Permitted Uses in the Residential and Office & Institutional Zoning Districts. A public hearing took place May 25th and the recommendation will go to Planning and Zoning Board on June 19th and then to Council on July 11th. Currently, the Unified Development Ordinance classifies parks and recreation centers as Minor Special Uses in residential zoning districts. Consequently, the Town Council (following a public hearing) must approved site plans for proposed Town parks and Town recreation centers. Staff is concerned that this results in unnecessary delays and extra cost. Therefore, staff is recommending that Town-owned parks and recreation centers be allowed as permitted uses in residential zoning districts.
Amberly & Cary Glen Presentation Doug McRainey indicated the locations of Ambery (2800 units and Cary Glen (2600 units) with renderings. Originally, Cary Glen was to make a payment-in-lieu towards a park to be developed in Amberly but because of the higher density that will occur in Cary Glenn, staff feels a neighborhood park should be located within the Cary Glenn PUD.
Recreation Programs Dwayne Jones
Summer Day Camp begins next week at Bond Park.
Frisbee Disc Canine Competition is scheduled for Saturday, June 10th at Bond Park, Field 1.
Cary Senior Center Policy A draft has been prepared and presented to the senior citizen clubs for their comments. Staff developed criteria and definitions that would be used to define and recognize Senior Citizen Clubs. Staff was able to divide senior groups into three categories, Social/Civic, Church Affiliated, and Activity Based. Each club category receives various benefits from the Town. Under the recommended policy all Clubs that meet the criteria established in the policy will receive meeting space at the Cary Senior Center at no cost. Cary Senior Center Inc. has expressed an interest in providing the financial start up expenses to join SeniorNet. SeniorNet is an international no-profit organization whose purpose is to educate older adults on how to use computers.
Cultural Resources Lyman Collins
Summerfest opened its 2000 series at Regency on June 3rd with Carol Sloane. The new site worked well and attendance was good despite the rain. Full preparation is underway for the 4th celebration as well.
Starlight Concert Series at the Page Walker opens June 9th at 7:30 p.m.
Shakespeare Camps for youth and seniors will culminate with a performance of Romeo & Juliet on June 23rd at the Bond Park Amphitheatre.
Regency Amphitheatre Lyman reported construction is underway with the construction of the concrete wall for the entrance and concessions. Staff is now in the process of developing an operation plan for the facility that will address such areas as concessions/catering, ticketing, marketing, rentals, sponsorships, parking, security.
Athletics William Davis
Upcoming Registrations: 4 on 4 Volleyball and 40+ Adult Basketball.
July 4th Youth sportsmanship games will take place on Bond Park on July 4th.
New Business
Recycle Bins and Bike Racks Board member Greg Lytle asked that the board pass a resolution to have the Town take the lead in providing Recycle Bins and Bike Racks. Chair Herb Young asked that Greg meet with Doug McRainey and bring back to the committee next month.
Trail Connectivity Board member Greg Lytle encouraged board members to promote trail connectivity. A concern is a proposed interchange at Old Reedy Creek and I-40. This would interfere with a key connector trail from Umstead to Blackcreek Greenway. Chair Herb Young asked that Doug McRainey research and come back to the board with an official summary.
Greenway Connectivity Board member Grey Lytle requested that greenways connect without having to connect over arterial roads. Specifically, Greg was concerned with the Maynard Road widening and he requested that underpasses be located under Maynard for both Higgins and Hinshaw Greenways.
Proclamation Liza Weidle asked if the Town was going to issue a proclamation designating July as Recreation and Park Month. Doug McRainey will follow through with getting the proclamation to the 2nd June council meeting.
Naming of Parks Board members wanted to go on record by a motion from Tom Hemrick, seconded by Toby Kennedy to reaffirm this boards recommendation to name Regency Park for former Mayor Koka Booth. Motion carried.
Old Business
Kids Together Park Dedication The opening went well with a turnout out of over 300 people. Judy Willard and Herb Young thanked everyone for the many hours of volunteer time that brought this project to fruition.
Public Art Master Plan Vibha Goel reported that this committee has met twice and is developing goals and objectives in addition to funding strategies for public/private partnerships, proposed guidelines for various public art projects.
