Introduction of members:
Members present were David Forvendel, Cliff Barnes, Jo Rathgeber, Bob
Hickey, Jeffrey Gillette, Robert Keely, and Julie Thomas.

Approval of Minutes:
The board unanimously recommended approval of the October minutes as
amended. |

There were no citizen comments.

Old/New Business:
- The board discussed feedback and ideas for the biennial citizen
survey.
Ms. Moran noted that between 400 and 500 households will be polled and
asked a series of questions through random dialing on an anonymous,
voluntary basis. She stated that she would be working on the survey
format for the next two weeks and encouraged the board to submit
ideas/suggestions. Board members asked if there would be multilingual
questions and Ms. Moran stated that there would be none.
- The board discussed feedback and ideas about the 24-hour Town Hall
system.
Ms. Moran discussed with board members the project outline and
timeline for completion of the revamped 24-hour automated system. Mr.
Barnes suggested that the following automated options be listed in
Spanish as well as English: public safety, licenses, police, utility
billing, etc. Ms. Moran noted that a lot of information needs to be
constantly updated. She also suggested that ideas and additional
feedback be brought to the December 13 meeting.
- Board members discussed the ISAB Annual Report. Ms. Moran stated
that she intended to submit the report to the Operations Committee in
January, which would require that a draft be completed by the December
meeting. The board will discuss it further at the December meeting.
- The board suggested that an upcoming agenda item should be how to
reach non-utility citizens in Cary (senior homes, apartments, etc.).
Board members stressed the importance of disseminating information to
all Cary citizens, not just utility customers.
