MINUTES

I.

Introduction of members:

Members present were David Forvendel, Cliff Barnes, Sandy Gottlieb, Bob Hickey, Jeffrey Gillette, Robert Keely, Geiselle Thompson, and Jo Rathgeber.

Staff present was Susan Moran and Roger May.

II.

Approval of Minutes:

The board unanimously agreed to postpone approval of the August minutes until the October meeting.

III.

Citizen Comments:

Jeff Gillette: A Council candidate called Mr. Gillette about his campaign signs being removed by the Town. The candidate felt that bias on behalf of the Town was the reason the signs were being removed. Staff member Susan Moran stated that any signs, campaign or otherwise, not in compliance with Town ordinances are removed without bias.

Sandy Gottlieb: Mr. Gottlieb stated that he received a Weston rezoning packet in the mail. The packet included several documents including two maps, which were both illegible. He stated that the quality of both maps were poor and too small to understand. He stated that this seemed to be a quality control issue and asked staff to look into the matter. He also noted that the cover sheet mentioned several other maps that were not in the packet and that there were no directions on where to get these other maps. Ms. Moran stated that she would discuss this issue with the Planning department. On this issue, the ISAB asked whether the Town was still using the special planning issues electronic mailing list service to notify interested parties.

As a suggestion for future mailings, Mr. Gottlieb recommended emailing residents on pertinent rezoning issues and providing website links to maps, photos, etc. of rezoning projects. In addition, Mr. Gottlieb noted the lack of a citizen crosswalk at the intersection of Cary Parkway and Evans Road.


Robert Keely: Mr. Keely
stated that several citizens commented on the "End the Junk Mail" packet available to Town of Cary residents listed in the "Recycling Tips" section of the Cary Connections, published in The Cary News. The citizens stated that the thought the packet was a great idea.

IV.

Old/New Business:

  1. The board asked staff to invite Council Member Nels Roseland to the November 22, 2001 meeting.
  2. Town of Cary Public Information Officer Susan Moran provided the board an opportunity to review and provide feedback on staff recommendations for Government Television (GTV) policy changes and 24-Hour Town Hall upgrade. Ms. Moran provided each board member with copies of the staff recommendations.
  3. The upcoming holiday meeting schedule was set. The board will meet on November 9, 2001 and on December 13, 2001.
  4. Technology Services Director Bill Stice was present to discuss the following items:

Online Utility Billing: Testing of the Town's online utility billing system will occur this week. Mr. Stice stated that there were a few minor issues to work out before the system goes live. In a prior test phase, several billing cycles had been completed. Mr. Stice noted that the existing utility billing information online is complete with consumption history and graphs for customers. The system is accessible by a PIN (Personal Identification Number) which is located on the customer's utility bill.

Parks, Recreation and Cultural Resources Online Registration: The Town is currently working on an online Parks, Recreation and Cultural Resources (PRCR) registration option. Cary residents will be able to register for classes, programs, and events sponsored by the Town not only telephonically, but also online. Cary residents will be able to register via Integrated Voice Response (IVR) on the phone, by using a PIN online, and of course, in person. An internal test phase will begin soon and continue until December 2001. PRCR will begin a "Get Pinned" kickoff campaign in April, and expect to have the online registration "live" on the website in time for summer events.

Town's Search Engine: The Town is currently reviewing several different options of updating the Town's website. Citizen concerns have been raised about the existing search engine's search mechanism and indexing capability. Mr. Stice stated that the Technology Services Department is working on an update of the existing search engine and in search of a more efficient, user-friendly search engine capable of indexing information better. The board recommended contacting such search engine's as Yahoo.com and Google.com in order to pay for their existing search services as opposed to creating a new one or purchasing a new engine altogether.
