MINUTES

Thursday, September 2, 2004, 5:35 p.m.

Temporary Council Chambers, Herb Young Community Center

I.

Introduction of Members:

Members present: Jo Rathgeber, Kelly Commiskey, Jamie Cuticchia, Eugene Murray, Dana Ellington, Fred Woolard, Robert Keely and John Fitzpatrick. Members absent: Dean Smith and Michelle Hillison.  

Council Member Julie Robison was present.  

Staff members Susan Moran, Bill Stice, and Roger May were present.

 

II.

Approval of Minutes:

The board unanimously approved minutes of the July and August meetings.

III.

Citizen Comments:

John Fitzpatrick – proud to be at Lazy Daze, although it was a little crowded, the Town and volunteers did a spectacular job.  

Robert Keely – Good job managing traffic associated with Lazy Daze. Kudos on the timing of Town email updates.  

Jo Rathgeber – Internet service provider, AOL, blocks Town of Cary emails as spam on her system.
 

IV.

Old/New Business:

1. Discuss forming of a motion to ask Council/staff to pursue on-line meetings and virtual chats.
After thorough discussion, the Board passed the following motion with a vote of six to one (Mr. Woolard opposed): The ISAB recommends that council direct staff to explore options to conduct a pilot for virtual meetings held by the Town of
Cary . The scope and meeting for pilot should be determined by staff, but must include 1) interactivity between two or more locations, 2) evaluation of participants at each location, and 3) a report to Council and ISAB.  

2. Discuss Cary TV 11 on the Web with Technology Services Director Bill Stice. 
The Board discussed this issue at length, noting several concerns and issues. Mr. Fitzpatrick noted concerns over the amount of dedicated bandwidth required to make it worthwhile. Mr. Keely asked if the Town had received specific requests for this type of service. Ms. Moran and Mr. Stice answered that neither of them were aware of any such request. Mr. Murray inquired about the existing audio files available on the Web and whether they were live or recorded. Ms. Moran noted that they were recorded and available on the Web with two business days of Council meetings. Mr. Fitzpatrick noted that he thought those who would benefit greatest from this service would be those who live outside of
Cary , perhaps those considering moving to Cary . Council liaison Robison stated that initially she felt the ideas was good, however after reviewing the costs associated with it, she felt that it didn’t seem quite worth it. Mr. Murray inquired about advertising the availability of taped copies of Council meetings. Ms. Moran stated that they were regarded as public information, like any other meeting, and upon request, would provide a free copy to any citizen who asked. Ms. Moran stated limited staff resources and time as the primary reason for not advertising the availability of free copies of meetings, noting that if there was increased advertising for this service, staff would have to reevaluate its work program to meet the demand. Ultimately, the Board decided unanimously that there was no citizen demand for streaming Cary TV 11 on the Town’s Web site, therefore dropped the issue until there was a clear demand for it.    

Staff member Roger May noted to the Board the ADA statement included at the bottom of the minutes/agenda and that all future minutes/agenda will include this statement.

The next ISAB meeting will be held on Thursday, October 7, 2004 at 5:30 p.m. in the Temporary Council Chambers at the Herb Young Community Center , 101 Wilkinson Avenue , Cary .
