Approval of Minutes:

The board unanimously recommended approval of the July 10, 2003 minutes as written.

III.

Citizen Comments:

Mr. Keely commented on street signage.  He stated the he received positive feedback from several citizens about the size of signs in the Town.  It was noted that the existing “Right Lane Ends” sign on NW Maynard should be removed, given that the lane no longer ends.

Ms. Rathgeber reported that a citizen complained to her about the new stoplight at Cary Parkway and Lochmere.  Ms. Rathgeber stated that while the citizen didn’t like the sign, she (Ms. Rathgeber) was happy to see it there.

Mr. Gillette reported that he attended a meeting with Culturas Unidas about small businesses in Cary .  He noted that there was some confusion about rules and regulations regarding privilege licenses with regard to the Hispanic community.  He also reported that several business owners at the meeting felt like their calls for emergency services were not responded to as quickly because of the language barrier.

IV.

Old/New Business:

  1. Items 1 and 2 from the agenda were not addressed given that Board Liaison Nels Roseland was absent from the meeting.
  2. Cary HOA Registry.  Members discussed at length the idea of creating a Cary Home Owners Association Registry.  Several questions were raised on this issue, including asking the purpose of such a registry, whether or not it would be listed on the Town’s website, and why have a registry at all.  After lengthy conversation, the board agreed to table the discussion until the September meeting.  Individual board members were requested to form an opinion before the next meeting as to whether the primary purpose of a HOA Registry should be to help serve the town's informational needs, or to provide information to Cary citizens.
