Brief Description of Duties:

Owner/principal of environmental consulting firm providing services to several clients in the power industry. Services include helping clients to understand and stay in compliance with environmental regulations; tracking new regulatory programs and initiatives and advising clients about them (e.g. greenhouse gas programs, renewable energy standards, water discharge requirements, water conservation programs, etc.); assisting clients in evaluating environmental issues and opportunities associated with assets being purchased; helping clients develop and implement environmental management systems. |

I am willing to serve as a Citizen Representative or a Technical Expert. My professional career spans 35 years in the environmental field, with positions in government, the power industry, and consulting. I have been involved in a variety of projects that have given me broad multi-media experience covering air quality, water and wastewater, solid and hazardous waste management, natural resource issues, and environmental management. A copy of my resume is attached. I have a strong understanding of current environmental issues and “green” initiatives, as well as experience with a local government board. I feel that my experience would make me a valuable member of the Town of Cary Environmental Advisory Board as it begins to formulate strategies and actions that will help the Town conserve resources and be proactive in its approach to environmental stewardship. |

Village of Liverpool Planning Board, Liverpool, NY - during my tenure the Board developed a Comprehensive Plan for the Village. Board of Directors, Girl Scout Council of Central New York – various committee and officer assignments over 20 year affiliation - developed an environmental education program themed around water, led Strategic Planning Committee. Air & Waste Management Association, Central New York Chapter – several Board positions, including Chair – planned and executed annual educational workshop on environmental issues. |

Senior Technologist
Responsible for project management and client account management with national clients in the power sector. Perform due diligence projects, compliance auditing programs, management systems implementation and compliance support activities for several power sector clients. Engaged in projects involving coal, oil and natural gas-fired generating facilities, hydroelectric plants and wind power siting. Support new power plant construction project for all environmental issues and compliance requirements involving plant site, natural gas pipeline, electric transmission line, grey water pipeline and river outfall. Lead project teams and mentor team members. Provide senior review of deliverables for other project teams.
Responsible for project management and business development with national clients in the power sector. Managed client relationships with three key accounts. Performed due diligence projects, compliance auditing programs, management systems implementation and compliance support activities for several power sector clients. Member of ENSR’s Power Team and its Environmental Management Consulting group. Manager of a department of seven professional staff.
Sithe Energies, Inc., Oswego, NY
Responsible for all aspects of environmental, health and safety programs for one of the largest international independent power producers at the time. Oversight of compliance activities at over 30 power plants, including fossil fuel-fired and hydroelectric facilities. Managed corporate environmental activities including due diligence of over eight acquisition targets and transition activities associated with two acquisitions. Conducted auditing programs. Advised senior management on environmental issues, strategies and policy positions. Supported new project development and permitting. Participated in industry organizations and government advisory groups.
Managing Scientist, Senior Project Scientist, Project Scientist
Responsibilities included management of Environmental Analysis/Permitting Section of Environmental Science Division of environmental consulting firm. Included supervision of five staff, client contacts, marketing, preparation of proposals, authorization of projects, preparation of contracts and agreements, billing and financial accountability, hiring/firing, review and quality control of reports and other deliverables, and participation in Division management. Technical areas of practice included solid waste management, air resources, water resources, wetlands, hazardous waste management, environmental liability assessments, environmental impact assessment, environmental permitting and compliance, training, community right-to-know, public participation. Highlights included permitting of Project Orange cogeneration facility and associated gas pipeline, preparation of Onondaga County Solid Waste Management Plan, and consistently exceeding profitability goals.
Administered approximately 1000 environmental permit applications and issued permits for solid waste, resource recovery, air, hazardous waste, SPDES, mining, and wetland projects. Reviewed and accepted environmental impact statements. Provided information to applicants and the public regarding DEC permit programs and SEQR requirements.
