UPDATE: At the November 21, 2002 Town Council meeting, staff was directed to advertise for a public hearing on amendments to the Cary Comprehensive Transportation Plan resulting from the adoption of the Northwest Sector Area Plan.

 

REVIEW: On September 12, 2002 Town Council adopted the Northwest Cary Area Plan. Staff is requesting that the Town of Cary Comprehensive Transportation Plan be updated to reflect the Northwest Area Plan revisions as defined below:

 

  1. County Line Road: Realign County Line Rd. north of O’Kelly Chapel Rd. to illustrate potential linkage to Grandale Rd. to the Northwest.
  2. Collector Rd. Addition: Add a new east-west collector road south of O’Kelly Chapel Rd. and north of the McCrimmon Pkwy./Cary Glen Blvd. Extension, between Howard Grove Pkwy. and Green Level to Durham Rd.
  3. Collector Rd. Deletion: Delete the existing north-south collector road running north from Yates Store Rd. to O’Kelly Chapel Rd.
  4. Collector Rd. Addition:
  5. A. Add a new east-west, two-lane undivided road south of McCrimmon Pkwy. linking Louis Stephens Dr. with the Airport Boulevard Extension .

    B. Add a new north-south two-lane undivided road between Davis Drive and Louis Stephens Drive, connecting McCrimmon Pkwy. and the Airport Boulevard Extension.

  6. Collector Rd. Addition: Add a new collector road connecting Good Hope Church Rd. to McCrimmon Pkwy.
  7. Collector Rd. Deletion: Delete the collector road between Cary Glen Blvd. and Green Level Church Rd.
  8. Collector Rd. Addition: Add a new east-west collector road north of O’Kelly Chapel Rd. connecting Howard Grove Pkwy. to Alston Ave.
  9. Collector Rd. Addition: Add two 2-lane undivided roads running south from the Howard Grove Pkwy.-Alston collector to O’Kelly Chapel Rd., with one of the 2 roads extending south of O’Kelly Chapel Road to link up with the new east-west collector described below.
  10. Collector Rd. Addition: Add new east-west collector road south of O’Kelly Chapel Rd. connecting Howard Grove Pkwy. to a planned north-south collector (already on the Comprehensive Transportation Plan), located just west of NC 55 and east of the future I-540 outer loop.
  11. Collector Rd. Addition: Add a new collector road running south from existing Alston Ave., originating north of O’Kelly Chapel Rd. and ending at McCrimmon Pkwy. Extension, tying into and continuing southward as Cary Glen Blvd.
  12. Road Reclassification: Reclassify the following roadway segments to 4-lane median divided travel lanes with reservation to accommodate future transit facilities:

 

  1. Interchange Locations: Add potential grade-separated interchange locations from the Northwest Area Plan to prioritize future interchange locations and protect alignments as development occurs. There will be two alternatives for development in these areas: 1) Develop a functional alignment and protect the appropriate right-of-way as development takes place, or 2) Allow an extra 500 ft. of right-of-way from the center of the roadway to preserve adequate space for a potential grade separated interchange.

These locations include:

  1. Wake Rd./Kit Creek Pkwy: Upgrade Wake Road/Kit Creek Pkwy. to a 4-lane median divided road east of Berry Farm Rd. and a 6-lane median divided road east of Alston Ave.
  2. Collector Rd. Addition: Add a new east-west collector linking Alston Ave. with NC 55 north of O’Kelly Chapel Rd. and south of Kit Creek Pkwy.
  3. Cary Glen Blvd: Extend Cary Glen Blvd./McCrimmon Pkwy. west to Green Level to Durham Rd. as a 4-lane median divided roadway and as the through movement for the parkway between NC 55 and Green Level to Durham Rd.
  4. Cary Glen Blvd: Change Cary Glen Blvd. to a collector for the segment north of Carpenter Fire Station Rd. and south of the new through alignment of McCrimmon Pkwy. from NC 55 to Green Level to Durham Road.
  5. Collector Deletion: Delete the north-south collector north of New Hope Church Rd. and south of Oakley Rd.
  6. Yates Store Rd.: Upgrade Yates Store Rd. between New Hope Church Rd. and Green Level Church Rd. from a collector to a 4-lane median divided roadway.
  7. Amend Appendix A "Corridor Profile Index" of the Comprehensive Transportation Plan to reflect the right-of-way minimum widths and roadway cross-sections recommended by the Northwest Cary Area Plan and its Transportation Background Paper.

 

Staff Recommendation: Staff recommends conducting the public hearing to receive comments on the proposed revisions to the Comprehensive Transportation Plan. Following the public hearing, staff recommends forwarding the amendments to the Planning and Zoning Board for review at their January 21, 2003 meeting. Staff also recommends the Town of Cary Thoroughfare Plan be updated to reflect the revisions adopted and approved on the Northwest Cary Area Plan.
