Mayor Weinbrecht called the meeting to order at 5:31 p.m.

Environmental Advisory Board

 

Mission Statement
To be added later (boards will work on this in the early part of 2009 for presentation to council at a future council meeting) 

Membership
The board consists of nine members appointed by Town Council, one of whom the Town Council designates as chairperson.  Five are appointed to serve as "At-Large Citizens”;  four are appointed to serve as "Technical Experts”  or “Partners”.  All appointments to the board are for three year terms, except where unexpired terms are being filled.  All members shall reside within the Town of Cary corporate boundaries.

Meetings
Typically meets the first and third Tuesday of the month at 5:30 p.m. in Room 10035.  The duration of a meeting is approximately two hours and can require another hour or more to research and study materials prior to the meetings.  All meetings of the board shall be open to the public and will adhere to the Open Meetings Law and Public Records Law.

Powers and Duties
The Environmental Advisory Board provides feedback and advice to council on policies, ordinances and administrative procedures regarding environmental protection and the conservation of energy and natural resources.  The board supports the Town of Cary's Statement of Values, one of which states: “We will protect and preserve our environment. We will be good stewards of our finite natural resources."  The board also demonstrate outstanding environmental stewardship and leadership.

The board’s general scope of work is to identify and assess policy alternatives for the council to consider as part of the Town's strategy to expand leadership and implement cutting edge applications and standards of environmental stewardship. Hands on work will be required to research and assess the past to think creatively about the future.

SISTER CITIES COMMISSION

Mission Statement
To be added later (boards will work on this in the early part of 2009 for presentation to council at a future council meeting) 

Membership
The commission consists of 11 members appointed by the Town Council, 1 of whom the Town Council designates as chairperson.  All appointments to the commission are for three year terms, except where unexpired terms are being filled.  All members shall reside within the Town of Cary corporate boundaries.

Meetings
Typically meets the 3rd Thursday of each month at 7:30 p.m. at the Page-Walker Arts & History Center on the Town Hall Campus, 119 Ambassador Loop, Cary.  The duration of the meeting is approximately two hours and can require several hours of volunteer time at major festivals and events.  All meetings of the commission shall be open to the public and will adhere to the Open Meetings Law and Public Records Law. More information on this commission can be found in its Annual Report.

The Sister Cities Commission strives to further global understanding and to encourage and assist sister city relationships between the U.S. communities and their citizens and cities throughout the world.  Current Sister Cities are County Meath, Ireland (Map), Hsinchu City, Taiwan, and LeTouquet, France. The Town has a relationship with Markham, Canada to promote economic development and cultural exchanges.

The proposed board/commission appointment process follows.

 

The deputy town clerk sent an e-mail to all nine boards (78 members) inviting them to attend one of two meetings to discuss their recommendations and suggestions for changes to the overall board process.  Feedback was received from 20 members’ total (16 attended and 4 provided written comments). 

 

Discussions included the board application, web pages, board code of ordinances section, and the appointment process.  What follows are the members’ comments and suggestions.  Although all comments are listed, not everyone agreed to all of the recommendations.

 

Proposed Action Plan for Board and Commission Process:

 

September 5

Send proposed new process, associated code amendment, revised application(s), and mock up of revised Web pages (based on board comments) to council for their review.  This is to help council so that they have information in advance for their work session discussions.
