Cary Town Council Work
Session Minutes
Purpose: to facilitate council communications and discuss issues pertinent to the Town of Cary
Present: Mayor Harold Weinbrecht, Mayor Pro Tem Julie Robison, Council Member Gale Adcock, Don Frantz, Ervin Portman, Jennifer Robinson and Jack Smith
Staff Present: Town Manager Bill Coleman, Town Attorney Chris Simpson, Public Information Officer Susan Moran and Town Clerk Sue Rowland
State-maintained roads in Cary: Staff will bring a staff report to a future committee meeting to identify the cost to bring all state roads in Cary up to Cary standards. Council will then prioritize these state roads and work with DOT on potential cost-sharing arrangements for the highest priority roads. Mayor Weinbrecht will meet with the state board of transportation member that represents the Cary area to discuss this. This may be followed by a meeting with DOT officials/staff and will possibly include members of the legislative delegation. The council may work with other area municipalities, since this is not just a Cary issue.
The town attorney reminded the council about the state ethics laws based on Cary being a lobbyist principal.
Mrs. Robison encouraged council members to consider applying for the elected official scholarship to participate in the Leadership Triangle program.
Chatham County: Council expressed an interest in pursuing potential partnerships to consider developing a business park in the Cary portion of Chatham County.
Revenue Neutral Tax Rate: In an effort to be completely transparent during the budget process, Council expressed that they want to make the actual revenue neutral tax rate clear to citizens, so that if council decides during the budget process to propose a tax increase, then any tax increase will be completely separate and apart from the actual revenue neutral tax rate number. Staff will provide council with the revenue neutral formula in the general statutes. At the 5/8/08 meeting when the budget is presented to council, staff will share information on the revenue neutral tax rate and the formula used to calculate it.
Community Visioning Process: Staff will bring a staff report to the June planning & development committee meeting outlining a community visioning process, which will include every aspect of community building (i.e., land use plan, public safety, environment, open space, parks and recreation, roads/transportation/transit, schools, etc.). Council can at that time decide how to proceed with this initiative.
Status of school roundtable discussion: Don Frantz will provide council members with a status report of recent activities in the next few days. He will provide a more detailed action plan for possible future action in about two weeks.
