Background:  The Engineering Department received bids for the 2007 Inflow/Infiltration Elimination and Manhole Repair Project on Thursday, December 6, 2007.  This project consists of rehabilitating approximately 150 manholes and one sanitary sewer pump station wet well by installation of a cementitious lining system.  The pump station wet well and select manholes subject to severe corrosion will receive a corrosion-resistant epoxy topcoat following installation of the cementitious lining.  This project will extend the life of the rehabilitated manholes and the pump station and reduce inflow and infiltration into the Town’s sewer system.

 

The Engineer’s estimated cost for this project was $328,750.  The Town received six bids for the project, which are summarized as follows:

Fiscal Impact:  Funding for construction will utilize existing allocated funds available in the following projects.

 

Operating Impact:  Short term personnel impacts include providing construction administration and inspections of the proposed manhole rehabilitation by the Engineering Department.  In addition, coordination with the Public Works and Utilities staff will be needed to provide access to the pump station, while at the same time maintaining security.  Town staff currently maintains the manholes and the sanitary sewer pump station scheduled for rehabilitation.  This project will ultimately reduce the long term operating and maintenance requirements, by repairing existing infrastructure.

 

Staff Recommendation:  Staff recommends the award of the contract for the 2007 Inflow/Infiltration Elimination and Manhole Repair Project to Pro-Rehab Construction, Inc. for $249,051.  This award by Council represents a preliminary determination as to the qualification of the bidder and no legally binding acceptance of the bid or offer occurs until the Town has executed a written agreement.
