The Engineering Department received bids for the Swift Creek Crossing Sewer Extension Project on December 18, 2007. The Engineering Department prepared the design plans and contract specifications for the Swift Creek Crossing Sewer Extension Project and will conduct construction administration and inspections through construction.
The Swift Creek Crossing Sewer Extension Project will provide 1,060 feet of 8-inch gravity sewer extension from Walnut Street eastward to Jones Franklin Road north of Macedonia Methodist Church. This project will bridge a gap in the gravity sewer system between an extension being provided by a developer and the Swift Creek Crossing shopping center. This project will eliminate a private pump station. This project will also facilitate the eventual re-routing of the Jones Franklin force main.
The Engineer’s estimated cost for the Swift Creek Crossing Sewer Extension was $267,105. The tabulation of bids received has been included in Table 1.

Fiscal Impact
Funding: A total of $290,000 has been appropriated to date to the SW1120 Swift Creek Crossing Sanitary Sewer Extension project. To date $4,317 has been encumbered/expended, leaving a total available project balance of $285,683.
Currently $280,000 of the total project balance is in the construction account.
Operating Impact: Short term personnel impacts include providing construction administration and inspections of the sewer line construction. It is expected that the project will be complete and the sewer main operational by June 1, 2008. Long term operating impacts include operating and maintaining the sewer line by Public Works and Utilities staff. All of the construction administration, inspection, and operation and maintenance requirements associated with this project can be provided by current Town staff with no additional staffing or funding required.
Staff Recommendation: Staff recommends awarding the Swift Creek Crossing Sanitary Sewer Extension Project to Moffat Pipe, Inc. for $175,429.00. Approval by Council represents a preliminary determination as to the qualification of the bidder and no legally binding acceptance of the bid or offer occurs until the Town has executed a written agreement.
