Consideration of awarding a bid for a low entry
refuse truck cab and chassis utilizing the “Piggyback” statute

North Carolina General Statutes allow a waiver of competitive bidding requirements which allows local governments to enter into contracts with vendors, who have in the past 12 months been awarded a contract by any arm of state or local government that was bid under GS 143-129, if the vendor is willing to extend the same or a more favorable price and terms to the local government. This statute is known as the “piggybacking” statute. The statute requires the governing board to award under this exception.
The City of Durham, NC bid and awarded a contract to Southern Truck Service, Inc. of Lexington, SC on December 3, 2007 for the Crane Carrier LET2 cab & chassis in the amount of $112,848 per truck. Public Works & Utilities Solid Waste Division and Fleet Division staffs evaluated the bid specifications and recommend purchase of the Crane Carrier cab & chassis. The Town has a number of these cab & chassis in the fleet and has been very satisfied with performance.
Fiscal Impact: Funds in the amount of $185,000 are available in the Solid Waste Division’s 2008 budget for a rear loading refuse collection truck. The compactor body will be bid separately and is not expected to exceed available funding. Funds were also budgeted for the operational maintenance of the trucks.
Staff Recommendation: Staff recommends Council piggyback the bid award of the City of Durham, NC awarded December 3, 2005 for the purchase of a refuse collection cab & chassis with Southern Truck Service., Inc. in the amount of $112,848 per truck.
