ACTION: At 9:58 p.m. Mayor Pro Tem Smith moved to adjourn. Mr. Roseland provided the second, and council granted unanimous approval. (Mr. Joyce was excused from the meeting in closed session prior to closed session beginning; therefore, he is counted as absent for this vote. Mrs. Robison was not in the room for this vote and was not excused; therefore, she is counted as an “aye” vote.)
