The property contains two acres and is located in the existing Barnes and Noble Shopping Center just south of Walnut Street, east of SW Maynard Road and north of the Pirates Cove subdivision.

Consideration of a request to refer the following item back to the Planning and Zoning Board for further review at their July 15, 2002, meeting:

02-REZ-04: Consideration of a request by Cary Church of God on behalf of the property owners to amend the conditions of the current Residential- 8 Conditional Use zoning district. The property contains 20.91 acres and is located west of Trinity Road, east of Carriage Woods subdivision, and south of King Lawrence Road and Medfield Estates.

Committee recommended accepting a $10,000 grant award to implement aspects of the Open Space and Historic Resources Plan.

1. Container Graphics Site Plan – Request Waiver from Sidewalk Installation (EN02-145)
Committee recommended that staff work with the developer to consider additional options such as payment-in-lieu and right of way dedication. In addition, the committee asked the developer to provide accurate cost estimates of the proposed project.
Directed that the developer install sidewalk on Gregson
2. Temporary Uses & Structures Ordinance (PL02-055)
Committee recommended considering modifications to Chapter 13 of the UDO to modify the current provisions for temporary uses. Committee asked staff to modify the language and explore additions to the proposed change.
Directed that staff move forward with the public hearing; the draft ordinance should include a 180-day period for agricultural products; directed staff to move forward with the farmer's market feasibility study
3. Town Code Amendment: Use of Vehicular Gates for Traffic Control (PL02-057A)
Committee recommended amending Section 17-59 to clearly restrict the use of vehicular gates on streets within the town limits. However, the committee recommended considering granting a waiver for the Windsor Oaks subdivision, allowing staff and the community to work out the details before the actual date of annexation on June 30, 2003.
Approved code amendment; directed staff to work with the Windsor Oaks homeowners association to come up with other resolutions to their traffic and safety issues

H. OLD/NEW BUSINESS

 

1. Consideration of adoption of an ordinance to involuntarily annex certain properties.

Adopted the suggested changes to the plan; adopted the annexation ordinances, with the exception of the R-7 parcel, which will be tabled and action will be taken no later than August 2002

2. Consideration of adoption of the FY 2003 budget.

Adopted; added $1.5 million to assist the school system with infrastructure and land acquisition

3. Consideration of approval of the bid award for the town hall expansion project.
