Public Art Advisory Board

MissionStatement
The Town of Cary’s Public Art Advisory Board provides representation for the citizens of Cary in partnership with the Cultural Arts Division of the Parks, Recreation and Cultural Resources Department and the Town Council in promoting understanding, appreciation, support and involvement in the Town of Cary’s Public Art Program.  Committed to the highest aesthetic standards and broadest involvement of citizens and artists and consistent with the Town of Cary’s Public Art Master Plan, the Board provides advice and recommendations to Town Council and Town of Cary staff on matters relating to the administration, acquisition and inclusion of public artworks in Cary.

 

Life Span Statement 

The Public Art Advisory Board is a standing board, which meets monthly.  The PAAB’s responsibilities are ongoing as the Town engages in capital projects and private development continues to occur.  Board members will reexamine their purpose every three years beginning in 2013.


Powers and Duties
The Public Art Advisory Board provides advice and recommendations to Town Council and staff on all matters relating to the administration, acquisition, and inclusion of public artworks in Cary. The board reviews and makes recommendations regarding potential projects and assists staff in drafting a public art ordinance. This board advises council and staff regarding implementation of the Public Art Master Plan (Executive Summary). Members are required to attend monthly meetings and may serve on specific project subcommittees.

Membership
The Public Art Advisory Board consists of nine members appointed by Town Council with representation from local visual arts organizations, working artists, architects, private development community and the general public. All appointments to the commission are for three-year terms, except where unexpired terms are being filled.

Goals/Work Plan

Focus Area 1: Public Art Master Plan - Work with staff to accomplish the recommendations of the Council-adopted Public Art Master Plan.

 

GOAL: Continue to work toward achieving the vision and recommendations of the Public Art Master Plan

·         Initiative: Review Plan’s 2012 update presented by consultants Brown & Keener Urban Design

·         Initiative: Research development of a public art ordinance

·         Initiative: Review consultants’ recommendations and assist staff in development of public art policies/ordinances for the Town of Cary

 

Focus Area 2: Public Art Projects – Continue to advise and recommend public art where appropriate to enhance quality of life.

 

GOAL: Contribute to the achievement of an aesthetically pleasing and economically successful community by evaluating and recommending public art judiciously

·         Initiative: Review and make recommendations for efficient and effective use of resources as a part of Annual Capital Budget development

·         Initiative: Continue to review and make recommendations on current Town projects, including downtown theater; Symphony Lake Bridge; Fire Station #8; Downtown initiatives; and master planning for Carpenter Park

·         Initiative: Evaluate projects that could address neighborhood identity

·         Initiative: Evaluate projects that could address the downtown placemaking

·         Initiative: Review and make recommendations concerning gifts and donations of artwork, site plans and projects initiated by organizations and businesses

 

Focus Area 3: Education – Work with staff on Public Art education programs.

 

GOAL:  Strive for a community where citizens and businesses recognize public art projects and the value of public art to our shared community vision

·         Initiative: Enhance the presence of the Public Art collection and Public Art information on the Town website

·         Initiative: Seek opportunities for outreach and citizen engagement at community events and public presentations

·         Initiative: Plan dedications of Public Art Projects

·         Initiative: Seek partnerships and create connections with Town departments, Town boards  and outside organizations, that will enhance public understanding of Public Art and its role in Cary

·         Initiative: Review Public Art’s incorporation into Design Standards and  ensure an understanding shared by developers of Cary’s innovative approach to community planning

 

Evaluation Criteria: The board will periodically review and evaluate effectiveness of their work plan, modifying as needed to meet goals.

Meetings
The board meets as follows at 6:15 p.m. in Conference Room 11130, 316 N. Academy St., Cary.  Meetings are approximately two hours in length and may require additional study time to review materials prior to the meeting. Members may also be expected to participate in related activities outside of regularly scheduled board meetings, such as artist selection panels, community outreach and education, and attend related committee meetings.

How do I Apply?
Applications are accepted each year from May 1 through June 30 for upcoming vacancies.  Applicants applying for this board are required to complete a supplemental application.
