Planning and Zoning Board

Mission Statement
The members of the Town of Cary Planning and Zoning Board shall exercise their statutory authority as granted by
the General Statutes of North Carolina and by the Town of Cary Code of Ordinances and Land Development Ordinance, in an objective and timely manner to provide advice to the Town Council related to long-range planning, zoning, and related development matters.

 

Life Span Statement 

The Planning and Zoning Board is a standing board, which meets monthly. Board members will reexamine their purpose every three years beginning in 2013.


Powers and Duties
The Planning and Zoning Board is an advisory body to the Town Council and deals with land use, zoning and development issues. In addition to attending monthly Planning and Zoning Board meetings, these board members are also expected to attend public hearings on plans, rezonings, and ordinance amendments held jointly with the Town Council.

Membership
The Planning and Zoning Board consists of 9 members appointed by the Town Council, one of whom the Town Council designates as chairperson. Eight members are appointed from within Cary's corporate limits and 1 member is appointed from the Town's extraterritorial jurisdiction. All appointments to the board are for three-year terms, except where unexpired terms are being filled.
 
Goals/Work Plan
Review requests initiated by property owners or Town of Cary staff related to the following:

1.      Amendments to the Comprehensive Plan

2.      Amendments to the text of the LDO

3.      Rezoning cases to change the official Zoning Map of the Town of Cary

4.      Consideration of certain site plans and subdivision plans, as specified in the LDO

 

In addition, the P&Z Board shall have the following powers and duties:

1.      To perform studies and surveys of the present conditions and probable future development of the Town and its environs, including, but not limited to, studies and surveys of land uses, population, economic base, school needs, park and recreation needs, traffic, parking, and redevelopment needs

2.      To formulate and recommend to the Town Council the adoption or amendment of a Comprehensive Plan and other plans for the Town and its environs for the purpose of achieving the coordinated and harmonious development of the Town, in accordance with present and future needs

3.      To review the terms of the LDO and to recommend to the Town Council any changes that the Board considers necessary to properly regulate the development and use of land, buildings, and structures

4.      Such additional powers and duties as may be set forth for the P&Z Board in Town ordinances

 

Evaluation Criteria: The board will periodically review and evaluate effectiveness of their work plan, modifying as needed to meet goals.

Meetings
The board meets as follows at 6:30 p.m. in the Council Chambers, 316 N. Academy St., Cary. Meetings can last up to four hours, and requires an occasional work session that can last up to two hours, as well as site visits and plan reviews. Members are also expected to attend numerous community meetings and joint meetings with Town Council during the preparation of land use plans, zoning ordinance amendments, and other special projects.

How do I Apply?
Applications are accepted each year from May 1 through June 30 for upcoming vacancies. Applicants applying for this board are required to complete a supplemental application. Current Town of Cary employees are not eligible to volunteer.
