Background: Staff has identified amendments to various portions of the Land Development Ordinance text to be included in LDO Amendment Round 20. A summary of the proposed amendments is provided below, with a link to the proposed text change and associated background information.

Proposed Land Development Ordinance Amendments

Item A: Signs
The proposed amendment would allow a cabinet–style tag line as a secondary component of a wall sign, and increase the cumulative area of wall signs where more than two signs are allowed.

Item B: Beekeeping (to be presented at a later date as a separate amendment item)

Item C: Wellness Centers
The proposed amendment would create a new use to address businesses that provide certain health and fitness services.

Item D: Temporary Retail Sales in Parking Lots
The proposed amendment would enable certain businesses to temporarily utilize parking area for seasonal sales.

Item E: Private Transportation Service
The proposed amendment would create a new use to address both office and passenger vehicle fleet components of businesses that provide private transportation services.

Item F: Retail Parking Standards
The proposed amendment would reduce the number of parking spaces required for large retail businesses.

ITEM G: Town Center Review Commission (TCRC)
The proposed amendment would eliminate the Town Center Review Commission.

Fiscal Impact: Implementation of most of the recommendations should be absorbed by existing staff. Elimination of the TCRC will reduce enable the shifting of some staff resources to other work items. The extent of the fiscal impact will not be known until specific ordinance requirements are implemented.

Staff Recommendation: Staff recommends that the Planning and Zoning Board consider the Round 20 LDO Amendment Items A, C, D, E, F and G, and forward a recommendation of approval to the Town Council.
