Inspections Process

The Field Technicians in the Department of Engineering are responsible for the quality assurance of new developments. The main function of these technicians is to ensure all approved development plans meet all Town Codes and Engineering Standard Specifications and Details during construction. In addition, any special requirements required by Town Council during the projects approval process will be required to be addressed prior to issuance of certificates of occupancies. (These inspections do not include the inspections performed on the structure by the Inspections and Permits Department or the zoning requirements of the Planning Department.)

Inspections are performed on water mains, sanitary sewer mains, streets and storm drainage. An inspection may be scheduled by contacting the technicians directly.

Each project is required to have all applicable permits in place prior to starting construction. Periodic inspections occur on each project with standard inspections required at certain stages of construction. A list of Inspection Notices, which outline specific required inspections, is below.

The developer of a project may post a financial guarantee to guarantee all requirements are met. This bond will be released when all items are completed. All construction must be completed prior to the issuance of a certificate of occupancy (regardless of a bond being in place) if the items are necessary to consider the site functional or hazard free. The technician can determine if the site is eligible for a certificate of occupancy.

After construction is completed an inspection will be performed to determine what must be completed prior to the project being accepted. As-builts must be completed prior to acceptance. Upon acceptable completion of the punch list items, the project is accepted and the improvements are placed under a one year warranty period for workmanship and materials.

Town Codes require a bond to be posted to guarantee that all completed public infrastructure improvements will be accepted following the one year warranty period. At the end of the warranty a final punch list must be performed. This punch list will identify any deficiencies that must be corrected before the warranty is lifted, all bonds released and the project accepted for total maintenance.
