On January, 30, 2012, the General Services Administration submitted a presoliticitation for bids on behalf of the Department of Homeland Security/Immigration and Custom Enforcement for 19,841 square feet of ofice space to include 65 parking spaces.

Background

The General Services Administration has launched a new process to locate an ICE facility in the Cary area. Based on a letter sent to Mayor Harold Weinbrecht, the area of consideration is much larger and the proposed facility much smaller than what was proposed earlier this year. The proposed facility is now estimated at about 19,000 square feet and communities under consideration include Cary as well as parts of Raleigh, Garner, Apex, Morrisville, Holly Springs, and Fuquay-Varina. Unincorporated portions of Wake County are also being evaluated.

The Town of Cary chose not to sign the Certificate of Procurement Integrity agreement sent by the General Services Administration to each of the jurisdictions being considered for the ICE facility.The agreement, if signed, would allow the Town to participate at some level in the confidential process; however, agreeing not to share information received from the GSA would be a violation of North Carolina public records law

ICE in Cary

A part of the federal government’s Department of Homeland Security, ICE has leased an office in Cary off Evans Road for over 10 years. They do not house detainees overnight. The office building in which ICE leases its suite is 15,000 sq. ft. Other than protesters picketing the facility, there have been no issues associated with the Cary ICE office.

With its lease expiring, ICE requested that the federal government’s General Services Administration assist in finding a new location within Cary for its work. The GSA issued a request for proposals and was moving into the site selection process for a new “investigative office similar to a police substation that does not house aliens.” According to the GSA, there will be no beds, showers, food service or other facilities that would allow anyone to be detained overnight. An ICE spokeswoman publicly confirmed in June 2011 that the old Kroger site at 2750 Highway 55 was one of the places being considered for the Cary ICE Office relocation. Due to its proximity to residential neighborhoods, the Cary Town Council adopted a formal resoution opposing the site.

Representatives from the General Services Administration appeared before the Cary Town Council at the Council’s July 14, 2011 meeting to personally update the community on and answer questions about their decisions to scrap the procurement process that led to the Kroger site’s being considered for an ICE facility.
