As noted in its annual Population Report, the Town of Cary ’s population as of July 1, 2005 was 111,039, and the population was 115,854 as of July 1, 2006 , a percentage increase of 4.3 percent.  In winter 2003, the Cary Town Council adopted a policy to maintain a moderate, healthy growth rate of 3-4 percent as measured over a rolling, five-year average.  For the five year period ending July 1, 2006 , this growth rate average was 3.03 percent, which is on target with the Council’s growth rate policy.
